Enver Hoxha’s Former Residence

Standing in front of you is Vila 31, the former residence of Enver Hoxha, the dictator who ruled Albania from 1944 to 1985. By now, as you’ve explored the city, you’ve probably sensed how deeply Albania was marked by a long period of isolation and repression under a totalitarian regime. For more than four decades, the country was cut off from the world, its people denied the freedom to travel and subjected to constant surveillance. Life unfolded in an atmosphere of fear, where every word and every gesture could be watched by the Sigurimi, the secret police. Isolation was nearly total: culture, religion and even family life were tightly controlled, while dissent was crushed through violence, imprisonment and denunciation. The regime also left the country impoverished, weakened by shortages, limited resources and an inefficient centrally planned economy. This history left deep scars on Albanian society, and this villa, once a symbol of absolute power and elite privilege, now stands as a silent witness to that dark chapter. After Hoxha’s death in 1985, his family continued to live here until 1991, when the regime collapsed, and for the next twenty-eight years the villa remained closed to the public, lingering in the shadow of the past. In 2019, however, the Albanian government decided to gradually open the site, marking an important symbolic shift. Since 2021, Vila 31 has been transformed into an artists’ residence, in a project led by the Art Explora Foundation, with the aim of turning the page on the authoritarian era by offering a space for free creation and intercultural exchange. Today, artists from around the world come here to reflect, create and share their work, and visitors can learn about the history of the site through guided tours. It’s best to check opening times and book in advance, as access may be limited depending on current events and exhibitions.
